A agricultura familiar até a década de 1990, sofreu com a falta de apoio técnico e governamental, mesmo sendo responsável por cerca de 70% do volume de alimentos produzidos. A partir da década de 90, foi criado o Programa Nacional de Fortalecimento da Agricultura Familiar (Pronaf) em 1996 e em 1999 o Ministério do Desenvolvimento Agrário (MDA). Neste momento, houve um grande avanço nos mecanismos políticos direcionados ao meio rural, tanto no intuito de suprir o déficit de assistência técnica, como a criação de leis abordando temas como o fortalecimento e à consolidação da agricultura familiar. O estudo realizado na Cooperativa dos Fruticultores de Cândido Rodrigues (COFRUCAR), demonstrou a importância da mesma para tornar os agricultores familiares mais eficientes e eficazes, dessa forma promovendo a inserção no mercado, pois se torna um núcleo de gerenciamento, treinamento e informação aos produtores familiares.
